Oracle Cloud Infrastructure - CentOS 7 が Yum Update (dracut) 後に起動が遅くなる (Doc ID 2630529.1)

現象

OCI 上に CentOS 7 のインスタンスを作成し、yum を実行した結果、dracut の rpm を含め、OS 全体がアップデートされます。

その後、このインスタンスを再起動すると利用可能になるまで約 15 分程度かかってしまいます。

コンソールには以下のようなログが出力されます :
