On : 11.13.19.10.0 version, Cost Management
When attempting to run cost processor ,
the following error occurs.

The transfer receipt cannot be costed until the issue transaction is fully processed with sufficient on-hand quantity
STEPS

The issue can be reproduced at will with the following steps:
Create Transactions
Transfer the transaction to costing
Create cost accounting distribution
