Why Are Service Status Reports Being Seen? (Doc ID 2631174.1)

Service status reports saying that an agent is not available are being received.

These notifications are being received via email, and a few minutes later, another notification informing that the agents are up and running are received.

During these events, no errors are seen in the integrations, so why are the status reports being seen?
