ENH Oracle Fusion Student: Communication Activity does not Record if E-mail has been received only that it was sent (Doc ID 2631278.1)

Symptoms

Issue:
The Academic Tools > Communication > Recommendation Invitation (Activity tab) always says that an email is successfully delivered even if the email address is not a true email address.

Business Impact:
This presents a problem for us because the applicants are under a deadline to have recommendations submitted to the program in a timely fashion. If we are not able to identify Recommendation emails that got bounced back, the applicant will not know that the Recommender did not receive the email and could cause missed deadlines.

Desired behavior:
1. Expect to see an "Undeliverable" status for the invalid email on Academic Tools > Communication > Recommendation Invitation (Activity tab)
2. An incorrect email would get bounced back to the "From" Address defined on on the Communication Template
