REST API for Orderless Completion is incorrectly defaulting end-dated Components from Item Structure

TestingA (Parent Assembly )
 - TestingB ( Phantom )
  - TestingC (Phantom)
  - TestingD (Buy Item - Operation Pull) ( End Dated on 20th Jan)
  - TestingE ( Buy Item - Operation Pull - Active )

Even though TestingD was end dated on 20th Jan'20 in the Item Structure of TestingC, the REST services are still defaulting buy item TestingD while doing an Orderless Completion.

ERROR in Response file:
ErrorMessages : One or more of the required lot or serialized components were not provided for the parent orderless transaction

The issue can be reproduced at will with the following steps:
1. End date one buy item in the subassembly and add a new buy item
2. Create REST API Pay load for Order Less Material Transaction using new item and also add one substitute item. Execute the payload.

The issue has the following business impact:
Due to this issue, users cannot complete the Order less transaction using REST API Payload.
