Cannot Save An Element Entry For A Specific Employee (Doc ID 2631456.1)

Symptoms

On : 11.13.19.10.0 version, Global Payroll

When running Jan-20 payroll, we are encountering issue where we cannot save an element entry for an employee.
The element entry details does not save and auto populate the end date as of 30-Dec-19.
Then I tried entering the element entry from quick pay and received the error

ERROR
-----------------------
The element entry record is invalid because the primary key is not unique. (PAY-1635448)
The same combination of element entry {ELEMENT_ENTRY_ID}, effective start date {EFFECTIVE_START_DATE}, and effective end date {EFFECTIVE_END_DATE} already exists on the database.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Payroll>Search person
2. Manage element entries
3. Attempt to add an entry for the employee
