Generic Duplicate Resolution Request Will Not Process/Run

Customer was not able to select "Generic" option and get Duplicate Resolution Request to process/submit.
Step 1: Create a Duplicate Resolution Request manually (request status = Pending)
Step 2: Run Request Dispatch Job (request status = New)
Step 3: Select a request and Click the Process option on the Actions menu
Step 4: Click Generic and then try to submit the request.
Issue: the action is not processed, tried to submit the request and run Dispatch Job, no result
Please advise how to process a generic duplicate resolution request after selecting Process action.
