Federation issue when configuring SSO between Fusion Applications 19c (sp) and IDCS 19.2.1 (idP) (Doc ID 2631982.1)

Symptoms

While executing SP initiated (FA) test to IDCS, while reaching IDCS /fed/v1/idp/sso endpoint with the SAML Request, "There is a problem with your account. Please contact support" error is returned in browser. There is no SAML Response from IDCS to FA sent, flow ends at IDCS.
