"Notify When Prior Period Journal Is Entered" Setting Is Not Working (Doc ID 2632474.1)

On : 11.13.19.07.0 version, Create and Manage Journals

ACTUAL BEHAVIOR
---------------
After enabling the "Notify when prior period journal is entered" configuration on "Specify Ledger Options", the message (notification) "You're creating a journal in a prior period." IS NOT shown when the journal is created in a period before to the latest open period for the ledger.

EXPECTED BEHAVIOR

After enabling the "Notify when prior period journal is entered" configuration on "Specify Ledger Options" the message (notification) "You're creating a journal in a prior period." should be shown when the journal is created in a period before to the latest open period for the ledger.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance
2. Specify Ledger Options
3. Enable "Notify when prior period journal is entered"
4. Save
5. Journals > Manage Journals
6. Create a Journal in a period before to the latest open period for the ledger, the message (notification) is not shown.

For already created journals in edit mode, if the period is changed to a period before to the latest open period for the ledger, the the message (notification) does show up.
