IDCS User Synchronization Process Overwrites PaaS User Groups And Roles. Why? (Doc ID 2632951.1)

After running the users and groups synchronization process in IDCS and all PaaS user accounts were overwritten and all roles/privileges were lost. Now PaaS users cannot access compartments , databases etc..

When we sync up PaaS and SaaS using IDCS and same user exists in both systems, PaaS user role gets overwritten with SaaS, and PaaS user looses all privileges.

Is this normal behavior?
