Masked Email Address recipient received an email from TEST Environment

Client received a recipient who received an email from their TEST environment, however, her email address is masked in TEST. The email came from their TEST environment, and ended up going to person email, but in the TEST pod, her email address is listed as TEST_email.

Why this email was sent out when her email address is invalid in the TEST region?
