Error "Unable to connect to database" for All P6 CloudConnect Users (Doc ID 2633443.1)

When attempting to log into P6 Professional using a cloud connection, the following error occurs.

Unable to connect to database. Please run the database configuration tool or contact your administrator.

If the alias is re-configured, a successful message is returned, but the end user is still unable to log in.

The following errors can also be found in the server CloudConnect logs:

ORA-12518, TNS:listener could not hand off client connection

java.sql.SQLException: Establish connection error.
Caused by: java.sql.SQLException: Error opening connection to db with connection string: jdbc:oracle:thin:

<ERROR> <DBEngineImpl> <Failed retrieving the database date from db: 1>

<INFO> <SQLConnectionPool> <Connections are being cleared due to validation failure for database: <DatabaseName>
java.lang.RuntimeException: <internal server>: Name or service not known
