We want to be able to prevent both Public users and Agency staff from updating application details in certain circumstances. The original example is one where custom fields are being "attested" to by the applicant, and once the permit application is submitted, even Agency staff ought not to have the right to change what the public user entered.

Use Case and Business Need:
There are some user-defined fields that need to be presented to the registered public user on the intake form. They are similar to, yet separate from, the terms and conditions, in that they will be checkboxes to which the user must agree. They cannot be terms of use because which ones apply will depend upon answers the user gives to other questions. Example: an owner will agree to different conditions than a contractor will.
Once the application is submitted, those checkboxes should not be editable by a user, but there is no parameter by which we can prevent a user from changing these data elements, or all data elements within a group box, while the permit is still active.
