User Unable / Cannot Access Fusion Applications via SSO

Information in this document applies to any platform.
User can not login to Fusion Applications through Single Sign-On, he will get a system error.
Steps to reproduce:
1. Access Fusion Applications.
2. Enter correct user name and password in the customer Identity Provider login page.
3. The user will get a system error.
