Candidates with Email Address Tied to New Hire Portal Cannot Be Started on Transitions (Doc ID 2634054.1)

Symptoms

 Below error message displays when starting the Onboarding process for the candidate.

<Candidate Name> (<Candidate ID>)  In order to perform this action, the domain of the user account must be "SmartOrg".

Steps to Recreate:

1. In Recruiting > Candidate Submission > More Actions
2. New Hire or Eoffer Process is selected
3. User get's the following Error: " In order to perform this action, the
domain of the user account must be "SmartOrg".
4. Result - no process is started
