Deadlock occurs when running NewItemLocBatch

Deadlock error

Steps to Recreate:

  1. Choose a item/zone which is on clearance.
  2. Create a new location under same zone and range it to the same item.
  3. Run NewItemLocBatch and notice the deadlock.
