Unable to delete HSDL Spreadsheet Template despite being in Draft Mode in Manage Spreadsheet Templates UI (Doc ID 2634827.1)

Symptoms

On : 11.13.19.10.0 version and later, Data Load

Actual Behavior

When attempting to delete unused or outdated customer HSDL Worker Spreadsheet Template within Manage Spreadsheet Templates UI by clicking on the Action drop-down LOV, find that some templates have the Delete option available, and other template have this option greyed out.

Expected Behavior

According to online HSDL documentation via

https://docs.oracle.com/en/cloud/saas/global-human-resources/19d/faihm/hcm-spreadsheet-data-loader-templates.html#FAIHM2079401

user with HCM Integration Specialist Role should have the ability to delete custom HSDL Spreadsheet Templates which are in Draft Mode. Understood that templates in Active and Inactive Mode do not offer option to delete template.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access HSDL Spreadsheet Templates via Navigator->My Client Groups->Data Exchange->Manage Spreadsheet Templates->click on drop-down Action LOV for custom HSDL Spreadsheet Templates
2. Find that some custom templates have the option to delete, while other have this option greyed out
