Quantity changes on a standard item withing an item structure definition
is not synchronizing with work definition after running the
"Process Item Structure Changes to Work definitions" process.

EXPECTED BEHAVIOR

"Process Item Structure Changes to Work definitions" should synchronize
the quantity changes on the item structure to work definition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the quantity of a component item in item structure
2. Navigate to Tools > Scheduled Processes
3. Submit the process "Process Item Structure Changes to Work definitions"
4. Review the work definition, see that quantity changes are not sychronized
