Symptoms

XItemLocPublishingService Webservice call fails if the primary supplier and country information is not provided.

Steps to reproduce:
-------------------------
1. Execute the XItemLocPublishingService webservice. Do not pass the primary supplier and country information.
2. Note the webservice fails with the above error.
