Symptoms
After upgrade to from 19.4.3 to 20.1.1 for Oracle Content and Experience Cloud Classic (OCE), customer was having an issue publishing assets to a channel. All users are faced with the following errors:
• Asset is not publishable
• Invalid access to publish to this channel
HAR file had the following errors:
1) Issue with the Publish Channel

2) Asset is marked as not publishable:
