After upgrade to from 19.4.3 to 20.1.1 for Oracle Content and Experience Cloud Classic (OCE), Unable To Publish Asset - "Asset Is Not Publishable" & "Invalid Access To Publish To This Channel" (Doc ID 2635792.1)

Symptoms

After upgrade to from 19.4.3 to 20.1.1 for Oracle Content and Experience Cloud Classic (OCE), customer was having an issue publishing assets to a channel. All users are faced with the following errors:

• Asset is not publishable
• Invalid access to publish to this channel

HAR file had the following errors:
1) Issue with the Publish Channel

2) Asset is marked as not publishable:

3) Could not get the publish policy id:
