Goal

Onhand inventory transactions can be done in the past date even if inventory at that time is 0.
Business Use Case: If a Purchase Order is received and delivered (on say 19th July), after which a back-dated Subinventory Transfer (for 16th July) is performed.
Expectation: The system should not allow to create subinventory transfer, when there was no on-hand quantity (on 16th July)
