Unable To Submit Contract Because Cannot Change Bill To As Line Is Closed (Doc ID 2637180.1)

Symptoms

On : 11.13.19.07.0 version, Service Contract

Unable to submit contract because cannot change Bill to as line is closed

In Contract Number test-1, Line 1 is closed and the Contract is under amendment. However, the Customer Bill to Site entered on this line is now inactive. Since the line is closed, they are unable to update the Bill to site. And when trying to submit the contract we are getting the following error: -


ERROR

"The billing site on the line 1 is invalid because it's inactive. You must enter an active billing site.""



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to contract>edit contract
2. Contract validation
3. error : "The billing site on the line 1 is invalid because it's inactive. You must enter an active billing site.""


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Submit the Contract in order to generate the invoices.
