On : 19.3 version, Input and Output Interfaces

When attempting to run web report
the following error occurs.

ERROR

 Not a legal OleAut Date. at System.DateTime.DoubleDateToTicks


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into WMS
2. Go to Web Report Screen
3. Run web report
4. See error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot run web report .
