'Actions Without Preview' Window Sometimes Takes a Couple of Tries to Open

When users select Actions without Preview from the task log, sometimes it takes a couple of tries before the window pops up. This is an intermittent issue and happens in all browsers for all users.
The window should pop up after the first time a user selects Actions without Preview.
The issue can be reproduced at will with the following steps:
- Login to Unifier.
- Navigate to a Shell > Task Manager.
- Select two rows and click on Actions Button, select Action without Preview.
- Window does not open.
- Re-select Tasks and follows steps again, window will open.
