Data Loading timestamp displays incorrect time.

Steps To Recreate:
1. Take note of server time zone.
2. Download a template > Process name has the server time pre-populated.
3. Upload any template.
4. Go to Data loading status screen.
5. Note the field Action Time shows the time in the server time zone.
