Symptoms

On : 11.13.19.10.0 version, Plan Project-Manage Project Budget

Records In Manage Unprocessed Costs page for a Project shows funds status failed. Drill down to the errors shows Funds Reservation error "Insufficient funds". Re-baseline project budget version spins off ESS process 'Integrate Project Budget with Oracle Fusion Budgetary Control' which ends in an error with no details.

Expected Behavior
ESS process 'Integrate Project Budget with Oracle Fusion Budgetary Control' should complete successfully.

Steps
1. Manage Awards
2. Edit an Award
3. Navigate to Manage Project Budget
4. Create new budget version and baseline.
