Importing Journals in foreign language ADFDI - LEZL0008: Found no interface records to process (Doc ID 2638016.1)

Symptoms

On : 11.13.19.10.0 version, Create and Manage Journals

When attempting to import journals via ADFDI in Canadian French
the following error occurs.

ERROR
-----------------------
LEZL0008: Found no interface records to process.
LEZL0009: Check LEDGER_ID, GROUP_ID, and USER_JE_SOURCE_NAME in the interface data. If GROUP_ID parameter isn't specified, only data with no GROUP_ID will be retrieved.
SHRD0001: Error in afpoget() - trying to read MAX_PAGE_LENGTH

PROFILES-CANNOT READ (OPTION=MAX_PAGE_LENGTH)
SHRD0119: Deleted the following number of records from the gl_interface_control table: 1.

The issue can be reproduced at will with the following steps:
1. Create ADFDI Sheet
2. Attempt to upload
3. See log with error

Due to this issue, users cannot import journals in French
