Transaction Source unavailable on Recurring Bill Plan

When user is trying to select a transaction source on Create Recurring Bill plan, there are no options to choose from.
Recurring billing is enable for the BU, there are two transaction sources, including the seeded transaction source 'ORA_RecurringBilling' that are set up to the specifications in Oracle 20A documentation.
User has access to the correct Reference Data Set.

Recurring Billing Plan Transaction Source LOV is empty

The issue can be reproduced at will with the following steps:
1. Create Recurring Bill Plan UI > Transaction Source LOV is NULL
