Receipt Warning Not Showing When There Are Two Expense Items And One Does NOT Have Receipt (Doc ID 2639178.1)

If user creates an expense report with two expense items and one of those items does not have a receipt, a Receipt Warning is not given. If user creates an identical expense report with just the item that is missing a receipt, the warning is given. Please advise if this is normal behavior.
