Symptoms

Attempt to establish multiple instances of Content & Experience Cloud (CEC) to align to SaaS environments (e.g. DEV1, DEV2, TEST, PROD) and in support of this process, align each CEC instance to a distinct identity cloud instance for user management.  Attempt to create a new CEC instance, there is no option to choose the identity cloud instance to point the new CEC instance to.
