Symptoms
On Unifier : Version 19.11
When attempting to create a component list, the following error occurs.
ERROR

The Configuration Package contains an exception. Contact your System Administrator. Exception occurred during processing. Exception context ShellHandler.getRollingImageIds in procedure: pack. Last processed context: ShellHandler.pack().
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Select Workspace
- Expand Configuration Package Manager
- Select Component Lists
- Click on component list item Validation
- Select Single Instance Shell -> Select the specific Shells
- Click the Error Check button
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create configuration packages since upgrading.
