Fusion Global HR: Convert Pending Worker Button Is Disabled

Symptoms
When trying to convert a Pending Worker to Employee the options are disabled.
Values in Actions drop-down menu get disabled on Pending Worker tab when leaving the page and returning back.
STEPS

The issue can be reproduced at will with the following steps:
1. New Person > Select a record > Click Actions >Notice that most options are enabled > Click Person Management > Click New Person > Select a record > Notice that all options are disabled
