PBCS/ EPBCS: Custom Styles are Lost During Refresh and Save Data in Smart View (Doc ID 2640166.1)

Symptoms

Users can no longer "Refresh" their updates in Excel > Smart View / "Planning" Tab. All modifications are lost when clicking on "Refresh" on this tab.
Users update their reports via Smart View / "Planning" tab (updates may include modifications of data and styles or formats in the excel sheets).
In the "Planning" tab, when clicking on "Refresh", custom styles are lost.
