All Approvers Can't See Journals From Ruleset SingleTypeParticipantOneInParallelModeRuleSet (Doc ID 2640175.1)

Goal

We have defined a ruleset on 'SingleTypeParticipantOneInParallelModeRuleSet' and assigned an Approval Group on.
However, only one approver who is my manager can only see and approve the journal. Other approvers on the Journal Approval Group can't see the journal notification. They can search for the journals but they can't approve them.
Why is this happening?
