Symptoms
On : 11.13.19.10.0 version, Global Payroll
When attempting to add an element in Manage element entries for an employee
the following error occurs.
ERROR
-----------------------
The EffectiveStartDate Value must be earlier than or equal to the EffectiveEndDate value(HRC-1035096)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Person Management - search after employee - Manage Element Entries
2. Add element - Submit
3. Error occurs
