EPM Users Being Inactivated In IDCS When Inactivated In ERP

When you select "Create Account" and "Update Account" while importing users from Fusion App, you also select "Link and confirm" but it does not create the users when no match is found for the users.
As a result, you will have to manually create the users by selecting "create new user and link", however there might be thousands of users in "no match is found" status, making manual account creation impossible.
Due to this issue, you'd like to have a third option that automatically creates the users sync'ed from Fusion App in addition to "Link and confirm" and "Link but do not confirm"
