Goal
How to configure automatic UMS email resends ?
There are 3 related properties that can be used to control any UMS resends :-
ResendDefault (default 2): The number of resends
ResendMax (default 10): Limits the number of resends that can be specified on a specific message.
ResendDelay (default 30 seconds: The delay time in seconds between resends.

4.6 Configuring Automatic Message Resend
These properties control the situation when a message send attempt is classified as a complete failure, and so the message gets automatically scheduled for resend.
This is repeated until the message is successfully sent or the configured number of resends is achieved.
The delay time and the maximum number of resends can be configured. Functionally, this is the same as an administrator manually resending the messages when the delay time has expired.
The purpose of the automatic resend is to resolve temporary network problems or temporary unavailability of backend services (eg. when an email server cannot receive the emails)
