OCI - Why OL7 Instance Network Status Reports Error "Failed To Start LSB: Failed To Start LSB: Bring Up/down Networking." after network service restart? (Doc ID 2641360.1)

Goal

After network restart, service status on OCI instance is report following errors;

# systemctl status network
● network.service - LSB: Bring up/down networking
