RDFCS: "Not Available" Error Received While Opening New Item Maintenance Workbook (Doc ID 2641699.1)

Symptoms

After running weekly batch, the users cannot open New Item Maintenance workbook.

1. Run weekly batch.
2. Build a new item workbook by "New Item / Location" -> "New Item Maintenance".
3. Try to open it and notice the following error:
"Not Available"
