Unable to Import Leads With Import Mgmt Tool

User is consistently getting error at the 1st step of using the new Import Management tool.

A connection to the server has failed. (status=504)

The issue can be reproduced at will with the following steps:
1. Go to Import management tool
2. Create an Import Activity -> select Object: Sales lead
3. At the first step the error is encountered.
