20A - HDL Errors On Element Entry Load (Doc ID 2642644.1)

Symptoms

On : 20A same file below which was successful in end dating the current Recurring multiple entry allowed element entry, is erroring in 20A
When attempting to end date element entry and create a new entry using HDL, the following error occurs.

The issue can be reproduced at will with the following steps.
1. Navigate to Data Exchange
2. HCM Data Loader / Import and Load Data
3. Import File / Import Local File / Browse- select zip -click submit button
