Symptoms
On : 11.13.19.10.0 version, Data Load
When attempting to load ElementEntry data with HDL,
the following error occurs.
ERROR

"Attribute ElementCriteriaId is required"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator -> Data Exchange -> Import and Load Data -> Import File -> Local File -> Browse -> select the zip file ->Submit ->Submit

Due to this issue, users cannot load ElementEntry data with HDL
