Fusion Global Payroll: Unable to Load Payroll Balances Using HDL (Doc ID 2643626.1)

Symptoms

On : 11.13.20.01.0 version, Data Load

When attempting to load initial balances the following error occurs.

ERROR

ERROR:oracle.jbo.JboException: JBO-PAY:::PAY_PROC_ERR_OCC: PAY-1635969An error occurred while running this process.
The request has completed and is in a terminal state.
The job request failed due to Business error.
Business error during request processing

oracle.as.scheduler.ExecutionBizErrorException: oracle.jbo.JboException: JBO-PAY:::PAY_PROC_ERR_OCC: PAY-1635969An error occurred while running this process.


STEPS

The issue can be reproduced at will with the following steps:
1. Load HDL Header and Line files successfully
2. Run Load Initial Balances
3. Receive error

The issue has the following business impact:
Due to this issue, users cannot complete the load initial balances.
