Symptoms
Locations cannot be added to an promotion /offer in Cloud Pricing
Steps to reproduce:
1) Login in Cloud Pricing.
2) Navigate to Tasks-->Promotions--->Create Promotions.
3) Enter Promotion description and Click on Add offer.
4) Enter Offer descriptions, level item, type Simple, Start and End date, Click Next.
5) Enter offer reward details.
6) Enter Qualifying items.
7) Click Apply.
8) Highlight Offer to add locations.
9) In Location click on Add locations.
10) Window opens with no levels.
