Symptoms
When attempting to perform a Manage Direct Reports transaction,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Navigate to Person Management
2. Search for an employee
3. Select Actions-> Manage Direct Report
4. Receive above error
