Changing Date On Expense Report Blanks Out All Descriptive Flex Fields (Doc ID 2644832.1)

Symptoms

ACTUAL BEHAVIOR
---------------
All expense item entered data is cleared/removed after expense item has been saved and customer goes back to change the date on the expense item.

EXPECTED BEHAVIOR
-----------------------
Changing the date on an already saved expense item does not clear/remove the data.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Customer create an expense item, enters all information including the DFFs.
2. Customer saves expense item.
3. Customer goes to change the date on the already saved expense item and then all the data is cleared off/ removed.
