On : 11.13.19.10.0 version, Global Payroll
When attempting to create an eligibility for an existing element, the following error occurs.
ERROR

This combination of eligibility Criteria already exists for this element (PAY-1635752)
An element cannot have two eligibility criteria records with the same set of criteria and the same or overlapping effective dates
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an eligibility for an existing element using grade or people group
2.Error occurs
