ACTUAL BEHAVIOR
---------------
When entering new hires system isn't finding existing employees using SSN

Using the functionality of Hire an Employee or Add a Pending Worker, the system is not finding that an employee already exists by their Social security number when the last name has changed



EXPECTED BEHAVIOR
-----------------------
If the person's name has changed, the system should find the person by the SSN

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. An existing person has SSN xxx-xx-3575
2. Hire a new person, or pending worker, with the same SSN as above
3. System does not validate to find the existing person


BUSINESS IMPACT
-----------------------
The issue has the following business impact: High impact as this can cause duplicate employee records created for single employee
