After Applying Coupon(s) to an Order, the Cart Does Not Fully Load or only Loads a Portion of the Items In the Cart (Doc ID 2645880.1)

Symptoms

After creating over 700k coupons, any attempt to apply one or more of those coupons to an order causes the storefront to become lethargic. Attempts to view the contents of the cart either do not load all of the items in the cart or loads just a portion of the items in the cart. In addition, the behavior becomes more pronounced as more coupons are added to the Order. The issue only occurs for signed in users. Users who have not signed-in are not seeing this issue  

Attempts to remove a coupon from the Order is resulting in a call to /ccstoreui/v1/orders/current?includeShippingGroups=true, that can take several seconds to complete. Consequently the end-user may believe their first attempt failed, and clicks again to remove the coupon, which in turn leads to another call to update the order (/ccstoreui/v1/orders/current?includeShippingGroups=true)The issue becomes even more pronounced when there is more then one coupon applied to the Order.
