ACTUAL BEHAVIOR

 Unable to Change Time Zone in BI Publisher

EXPECTED BEHAVIOR
-----------------------
Be able to change time zone

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login BIP
2. Check login user account settings, the Time Zone is greyed out, not able to change.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot change time zone.
